The attachment is not the workflow

A PDF can present the offer, but it does not organize the review process. Forwarding creates more copies, replies lose context and revised files can be confused with earlier versions.

Silence has several meanings

The customer may not have reviewed the document, may be waiting on a coworker, may need a revision or may have chosen another vendor. A generic follow-up does not distinguish among these states.

Give the customer specific responses

A secure proposal page can offer clear actions for questions, changes, continued review, acceptance and decline while keeping those actions tied to the current revision.
