A private page for each vendor

Each vendor receives a separate secure link with the buyer identity, project details, documents, questions and deadline. Vendors never see competing names, prices, documents, comments or decisions.

Deadline controls based on server time

Deadlines are stored in UTC with the selected time zone preserved. A hard deadline stops new submissions but leaves the secure page available; a soft deadline accepts and labels late submissions.
